The constraint is infrastructure, not land

A park may cover an enormous area while its visitors concentrate on a handful of trailheads, overlooks and campgrounds connected by one or two roads.

Those points have fixed parking, restroom capacity and water systems, and exceeding them produces roadside parking, damaged vegetation and emergency access problems.

Expanding the infrastructure would mean building in the landscape people came to see, which is why rationing demand has been preferred to adding capacity.

Timed entry spreads arrivals across the day

Without controls, visitors arrive in a sharp morning peak, filling lots early and creating queues that idle at the gate.

Timed entry assigns arrival windows so the same daily total spreads across more hours, which uses the parking that sits empty in the afternoon.

It is a scheduling mechanism more than a hard cap, and parks generally exempt visitors with camping, lodging or permitted activity bookings, since their arrival is already known.

Lotteries and rolling windows serve different demands

Where demand hugely exceeds supply, such as a permit for a single famous route, a lottery is used because first-come booking rewards speed and automation rather than interest.

Campgrounds more often use a rolling window, releasing dates a fixed number of months ahead, which spreads booking pressure across the calendar rather than concentrating it.

Many systems hold back a portion of inventory for release shortly before the date, which preserves access for people who cannot plan half a year out.

Cancellations are the hidden inventory

Reserved slots go unused when plans change, so cancellation policies and return windows determine how much of the supply is actually consumed.

Nonrefundable fees and modification charges exist to discourage speculative booking, which otherwise locks up permits that would be used by someone else.

Because returned inventory reappears continuously, checking a system repeatedly close to a date is often more productive than competing at the initial release.

Enforcement shapes the visitor experience

A reservation requirement only works if it is checked, so entrance stations verify bookings, which adds staffing and can create the queue the system was meant to avoid.

Parks respond with license plate scanning, digital passes and separated lanes, moving the verification burden away from a conversation at a booth.

Requirements differ from park to park and are revised between seasons, so the operative detail is always the specific park's current published rules rather than a general pattern.
